This section provides answers to compliance questions specifically for generation owners.

  1. How does a generator verify that it is within the metered boundary of PJM as the Balancing Authority (reference NERC Standard BAL-005-0.2b, R1.1)?
  2. As a small generator operator, we take our direction for voltage and reactive control from the Transmission Owner. All other communication for plant operation is relayed to and from PJM via a third party, who has a long-term contract for the output of the unit. Does the current communication arrangement meet the needs of PJM for ensuring NERC reliability standard compliance? Or, should all operational communication (including reactive power control) be conveyed directly to PJM?
  3. How do I know if my Transmission Owner has designated my generator as a “critical facility”?
  4. The transmission owner for my zone has made the determination that my generator is a critical asset. Can PJM verify that?
  5. What will happen if owners of Black Start units withdraw their units from the Black Start list due to increased costs associated with Critical Infrastructure Protection compliance?
  6. The NERC Reliability Standard EOP-009-0 (EOP-007 was retired as of 5/23/11 – incorporated in EOP-009), R1 requires that the Generator Operator of each Black Start generating unit test the startup and operation of each system Black Start generating unit identified in the Black Start Capability Plan as required in the Regional Black Start Capability Plan. Where can I locate these requirements?
  7. NERC Standard VAR-001-2 requires the Transmission Operator to provide the Generator Operator with a transmission voltage schedule and associated tolerance band (NERC Requirement 4). Is PJM going to provide the required voltage schedule and associated tolerance bands?
  8. Will PJM coordinate the required voltage schedule and associated tolerance band with the respective Transmission Owners in order to capture voltage provisions included in the individual Plant Interconnection Agreements?
