PJM Connext 
PJM Connext is a subsidiary of PJM Interconnection that combines deep electricity industry experience with cutting-edge thinking to offer powerful consulting, training and operational services to the global energy industry.

PJM Environmental Services, Inc. 
PJM Environmental Information Services, Inc. is a wholly-owned subsidiary of PJM Technologies, Inc. The focus of PJM-EIS is to provide the reporting and data tracking services of both emissions and renewable energy credits also known as renewable energy certificates. Services are administrated by PJM EIS through the Generation Attribute Tracking System, which is owned and operated by PJM EIS. For generation owners—large merchant, small business or residential generation owners—the GATS tracks the generator’s electric output for the issuance of the applicable RECs. The GATS also tracks the ownership of those RECs through their use by an electric utility for state Renewable Portfolio Standard compliance.

For generation owners: GATS helps turn generation output into a commodity.

For both the electric utilities and owners of certain generators that produce emissions: GATS helps meet state and federal environmental requirements associated with electric operations, such as RPS compliance and emissions disclosure.

PJM Settlement, Inc.
PJM Settlement, Inc. is FERC-regulated public utility affiliate of PJM Interconnection LLC that handles all market settlements, billing issues, credit management and financial settlements for the wholesale electricity market and other transactions conducted by PJM members. PJM Settlement reduces PJM members' credit risk by providing clear legal standing for PJM Settlement to collect unpaid balances of defaulted payments on behalf of other members, who have to share the costs of a payment default. All current PJM members are also members of PJM Settlement, Inc. PJM Settlement, Inc. is a Pennsylvania nonprofit corporation that has a service agreement with PJM to provide and retain services, including PJM staff support.

Eastern Interconnection Planning Collaborative 
The Eastern Interconnection Planning Collaborative is a coalition of regional planning authorities (such as PJM) who work together to help plan the transmission system on a broader basis than their individual jurisdictions. By working together they can help better model the impact of energy policy decisions and outcomes on the national transmission system. These planning authorities are entities listed on the NERC compliance registry as planning authorities and represent the entire Eastern Interconnection.

ISO/RTO Council
The ISO/RTO Council comprises 10 Independent System Operators and Regional Transmission Organizations in North America. These ISOs and RTOs serve two-thirds of electricity consumers in the United States and more than 50 percent of Canada's population.

GO15
GO15, formerly the Very Large Power Grid Operators Association, is a voluntary initiative of the world’s 19 largest power grid operators (including PJM) representing collectively more than 70 percent of the world’s electricity demand, providing electricity to 3.4 billion consumers on six continents and responsible for integration of 2,518 GW of generation capacity into the grid, of which 21 percent is from renewable energy sources.

GO15 was created in 2004 following several blackouts across the world to investigate fundamental issues of common interest to its members and to develop joint improvement of power system security. PJM was a founding member of the organization in 2004, serving as President in 2013, and continues as a member today.

Smart Grid Interoperability Panel
PJM is a founding member of the Smart Grid Interoperability Panel. SGIP is a not-for-profit organization dedicated to promoting a framework accelerating standards harmonization and advancing interoperability of Smart Grid devices and systems. SGIP represents the interests of seven integrated power system domains – end users, markets, service providers, operations, bulk generation, transmission, and distribution – by facilitating collaboration between the thousands of SGIP participants, led by a volunteer Board of Directors currently representing 22 stakeholder categories. SGIP supports the National Institute of Standards and Technology.  

Joint and Common Market
The joint and common market is MISO and PJM’s joint stakeholder process to address issues associated with the operation of the markets at the seam of the two grid operators’ regions. The continued goal of this effort is to achieve the benefits of complementing system operations and one robust, non-discriminatory wholesale electricity market in the footprint that includes both PJM and MISO, and to meet the needs of customers and stakeholders in 23 states, the District of Columbia and the Canadian province of Manitoba.

Monitoring Analytics
Monitoring Analytics was established in 2008, created as a spinoff the Market Monitoring Unit of PJM Interconnection. Monitoring Analytics continues to serve as the Independent Market Monitor for PJM under a long-term contract. Monitoring Analytics also has extensive experience producing market-related reports, including the PJM State of the Market Report.

Organization of PJM States, Inc.
OPSI maintains an organization of statutory regulatory agencies in the 13 states and the District of Columbia within which PJM Interconnection operates. OPSI Member Regulatory Agencies’ activities include, but are not limited to, coordinating activities such as data collection, issues analyses and policy formulation related to PJM, its operations, its market monitor and matters related to the Federal Energy Regulatory Commission, as well as their individual roles as statutory regulators within their respective state boundaries.

North American Electric Reliability Corporation
The North American Electric Reliability Corporation operates as an electric reliability organization to improve the reliability and security of the bulk power system in North America. To achieve that, NERC develops and enforces reliability standards, monitors the bulk power system, assesses future adequacy, audits owners, operators and users for preparedness and educates and trains industry personnel. As the electric reliability organization, NERC is subject to audit by the U.S. Federal Energy Regulatory Commission and governmental authorities in Canada.

North American Energy Standards Board
The North American Energy Standards Board serves as an industry forum for the development and promotion of standards which will lead to a seamless marketplace for wholesale and retail natural gas and electricity, as recognized by its customers, business community, participants and regulatory entities.

ReliabilityFirst Corporation
ReliabilityFirst is a not-for-profit company incorporated in the State of Delaware whose goal is to preserve and enhance electric service reliability and security for the interconnected electric systems within its territory. ReliabilityFirst was approved by the North American Electric Reliability Council to become one of eight Regional Reliability Councils in North America and began operations in 2006.

ReliabilityFirst is the successor organization to three former NERC Regional Reliability Councils: the Mid-Atlantic Area Council, the East Central Area Coordination Agreement and the Mid-American Interconnected Network organizations.

Federal Resources

Department of Energy
The Department of Energy is the federal agency responsible for establishing and maintaining energy standards and practices across the country. The DOE’s purpose is to ensure America’s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative, scientific and technological solutions.

Environmental Protection Agency
The Environmental Protection Agency is the federal agency responsible for maintaining and administering environmental laws designed to protect the environment. All entities in the electricity industry are responsible for following EPA protocol in order to operate in good status.

Federal Energy Regulatory Commission
The Federal Energy Regulatory Commission is an independent regulatory agency within the U.S. Department of Energy. The FERC regulates the transmission and wholesale sales of electricity in interstate commerce. In addition, the FERC administers accounting and financial reporting regulations and conduct of jurisdictional companies.

Nuclear Regulatory Commission
The U.S. Nuclear Regulatory Commission is an independent agency established by the Energy Reorganization Act of 1974 to regulate civilian use of nuclear materials.

State Government

National Association of Regulatory Utility Commissioners
The National Association of Regulatory Utility Commissioners, through its member agencies, regulates the activities of telecommunications, energy and water utilities. Its members include the governmental agencies that are engaged in the regulation of utilities and carriers in the fifty states, the District of Columbia, Puerto Rico and the Virgin Islands.

A non-profit organization, NARUC's mission is to serve the public interest by improving the quality and effectiveness of public utility regulation. Under state law, NARUC's members have the obligation to ensure the establishment and maintenance of utility services as may be required by the public convenience and necessity, and to ensure that such services are provided at rates and conditions that are just, reasonable and nondiscriminatory for all consumers.

National Association of State Utility Consumer Advocates
The National Association of State Utility Consumer Advocates is an association of 44 consumer advocates in 42 states and the District of Columbia. NASUCA's members are designated by the laws of their respective jurisdictions to represent the interests of utility consumers before state and federal regulators and in the courts.

State Agencies

State Commissions
State Commissions are public utility agencies that regulate electric utilities and other utility services for their states. They protect the public interest and are responsible for retail rates, terms, rules and regulations that apply to the electric utilities in their jurisdiction. PJM, as well as the State Commissions, work collaboratively on matters to promote and protect the public interest in the provision of reliable and reasonably priced electric service within the PJM footprint. Both PJM and the State Commissions share a mutual interest in the successful development, operation and monitoring of the wholesale electricity market which directly affects each state’s retail end-users.

Consumer Advocates
Consumer Advocates are mandated by the laws of their respective jurisdictions to represent the interest of residential and other utility consumers before state and federal regulatory agencies and courts. Consumer Advocates offer lawmakers and regulators policy choices and raise public awareness of utility issues.

Consumer Advocates offices operate independently from the regulatory commissions in their states and are designated by state law to act as ratepayer advocates. Some offices operate separately as established utility advocate organizations. Others are divisions of larger departments, such as the Office of Attorney General.

PJM is committed to collaborating with and educating Consumer Advocates in order to assist them in better understanding PJM and how they can advance their business objectives to meet consumers needs.

National Association of State Energy Officials
National Association of State Energy Officials is the only national non-profit association for the governor-designated energy officials from each state and territory. Formed by the states in 1986, NASEO facilitates peer learning among state energy officials, serves as a resource for and about state energy offices, and advocates the interests of the state energy offices to Congress and federal agencies.
