Are network upgrade costs allocated to projects in prior queues?

In the System Impact phase and beyond, the project will be allocated cost based on the cost allocation rules described in PJM Manual 14A, Attachment B, and will include the projects from the prior queue if the reinforcement cost is greater than $5 million. If the cost is less than $5 million, the cost will be allocated only if that queue contains the driver or is the first to cause the need for the reinforcement.
