What is the significance of the Local Energy Deliverability section?
Queue projects are not assigned upgrade costs for the identified potential congestion issues, but PJM Operations may curtain the project if the summer peak conditions are realized in “real-time” operations. If the queue project anticipates being curtained frequently, they can submit a merchant transmission project (Attachment S or EE) to reinforce the bulk electric system to alleviate the congestion constraint. From an analysis standpoint, potential congestion issues are identified by applying the full energy output of the queue project for single contingencies.
